Discount Ninja allows you to restrict promotions based on a minimum and/or maximum cart value.
To set this up:
Edit your promotion
Go to the "Rules" tab
Find the Cart section and set a minimum:
Learn how to add a discount rule to restrict your promotion to visitors that make a minimum purchase of a given amount
